The Southwest Multi-County Correction Center (SWMCCC) is an entity created by the North Dakota counties of Billings, Bowman, Dunn, Hettinger, Slope and Stark (each a political subdivision) pursuant to a joint exercise of their governmental powers as provided by North Dakota Century Code (NDCC) to operate a correction center. The SWMCCC is governed by a Board of six county commissioners, with each county represented.

 

The SWMCCC includes the following centers:

· Dickinson Adult Detention Center (DADC), located in Dickinson, ND

· Dakota Horizons Youth Center (DHYC), located in Dickinson, ND

· Dakota Women’s Correctional Rehab Center (DWCRC) located in New England, ND.

 

The DADC was established in 1982 and DHYC in 1984, while DWCRC opened its doors in 2003.

The mission of the SWMCCC is:

 

The staff of SWMCCC commits to provide rehabilitative environments that are physically and emotionally safe, being mindful of the obligation to the victims and public. Our mission is to facilitate successful adaptation of offenders into society. This is accomplished through the self-empowerment of staff and offenders to grow emotionally, educationally, spiritually, and culturally. We will focus on consistency, responsibility, and accountability toward the development and modeling of pro-social values through the community.

DADC/DHYC is designated as a Class One facility with a capacity of 118 beds and has met the classification requirements of NDCC 12-44.1-09 and 12-44.01-24(4) and, is found to be free of any known violation of North Dakota Jail Laws or Rules and, is certified, by the State of North Dakota Department of Corrections and Rehabilitation, to be in compliance with the intent of all such Laws and Rules. As a Class One facility, inmates/residents can be housed at DADC for up to one year.
